How do I find a project in my area?

To find a project in your area, simply use the Active Projects area of the site to search for a project in your county. Select your county from the map or the county dropdown to see a list of projects that are active in your area.

How do I find details about an active project?

After using the Active Projects area of the site to search for project in your area, click the Project Number that appears in the search results.

How do I request IJDC Funding?

To learn about the process of requesting funding from IJDC, go to the Project Center area of the site and follow the instructions. These instructions will both explain the process of getting certified to request project funding and how to manage your projects once they are active in the system.

How do I submit an Application?

Submitting an Application for funding is easy. Reference the Project Center area of the site for instructions on the entire project process. You can also reference the Applications & Forms area of the Project Center for detailed instructions on just the submittal of forms.

How do I get certified to be a user in the IJDC system?

All users are required to complete the online training and certification in order to become a system user and be granted access to the system. First, go to the IJDC System Website (www.wvinfrastructure.com) and click Project Center/Getting Started. Scroll to the bottom of the page and click the IJDC Training link.

Once you have completed the training material and successfully passed the exam at the end of the course, you will get a "Congratulations" page. Be sure to click the Submit button on this page, so the IJDC Help Desk will be notified to create your User ID and Password. You will receive an email with your new User ID and Password within one week of successfully completing the training.

How do I reset my Password?

Once you are logged into the system, click on the Manage Account link and scroll to the bottom of the page where you can reset your Password. You will need to enter the current Password once and a new Password twice.

I forgot my User ID and/or Password. Where can I find that?

From the IJDC system home page (www.wvinfrastructure.com), click on the Project Dashboard button. Next, click the Forgot Password link. Enter your email address and click the Retrieve Password button. You will be sent an email with your User ID and a new Password. Remember, once you are logged in, you can change your Password from the system-generated version to something that is easier to remember.

The system won't accept my Password. What can I do?

If you still have the same Password that was generated by the system (you have not changed it), open the email that was sent to you and copy/paste your Password onto the login page. Some letters look similar and can be confused (e.g. a capital "eye" looks similar to a lowercase "el"). You can also click the Forgot Password link from the login page, and you will be emailed a new Password. Remember, once you are logged in, you can change your Password to something that is easier for you to remember.

Where can I find copies of the IJDC Project Forms?

Where can I find information about the Bid Authorization, Binding Commitment, and Closing phases of a project?

For specific information regarding the bid authorization, binding commitment, and closing processes, click on the "IJDC Policies and Guidelines" page in the Project Center. The Interim Online Policy and Procedure PDF outlines the current IJDC policies. Additionally, the User Guide can be found at the top of the "Getting Started" page in the Project Center, and has further useful information on these processes.

How do I change a Project Team member?

You cannot change a Project Team member through the system. You should email the IJDC Help Desk (helpdesk@wvwda.org) with specifics of the change. Once the Help Desk makes the change, you will be notified via email. Please keep in mind that the new Project Team member must already be a certified user in the system or they cannot be assigned to the Project.

How long does it take for my Project Initiation Form to be reviewed by IJDC?

Once a Project Initiation Form has been submitted in the system, it will normally take 5 - 7 business days for it to be reviewed and either approved or rejected by the IJDC Director. The Project Administrator will receive an email from the system, indicating the IJDC Director's decision.

How long does it take for my Preliminary Application form to be reviewed by IJDC?

Once all three parts (Administrator, Accountant, Engineer) of the Preliminary Application form are submitted in the system, the review process can begin. The expected review time for applications is 45 days. The deadline for a new project application to be included on the agenda of the next IJDC Council meeting is the 10th of every month. For example, if an application is submitted on June 8, assuming it is complete, it will be on the August IJDC Council meeting agenda. If an application is submitted on June 15, it missed the June 10 deadline and it will be on the September IJDC Council meeting agenda.
